Taiwan’s Maritime Port Bureau has unveiled a comprehensive shipping industry upgrade plan, set to unfold through 2029. This strategic initiative is designed to significantly bolster the maritime industry upgrade by focusing on greener operations and advanced digital systems.
The importance of the maritime sector to Taiwan’s economy cannot be overstated. Maritime Port Bureau Director General Yeh Hsieh-lung highlighted that over 95% of the nation’s import and export cargo relies on sea transport. Furthermore, Taiwan’s three principal container shipping entities collectively contribute approximately 10% of global key shipping capacity. While acknowledging that government investments in port infrastructure have enhanced maritime capabilities, Yeh pointed out that the industry faces persistent challenges stemming from global economic shifts and evolving international conditions. Additionally, the sector grapples with workforce shortages and the necessity for improved coordination across its various components.
The newly introduced framework encompasses four pivotal areas: green transformation, smart innovation, talent development, and the reinforcement of the maritime industry ecosystem. It details 17 distinct strategies and 48 specific measures aimed at enhancing both industry competitiveness and long-term resilience.
A key component of the maritime industry upgrade plan involves improving digital port management and the establishment of a robust data exchange platform. This initiative seeks to streamline and strengthen shipping and port operations through enhanced data utilization. In terms of workforce development, the bureau is committed to promoting training programs. These will specifically target younger workers, individuals transitioning into the industry from non-maritime backgrounds, and crews operating vessels powered by alternative fuels.
To foster innovation and collaboration, the plan advocates for the establishment of a dedicated maritime industry research center. This center is envisioned to serve as a nexus, connecting government, academic, and industry resources. It is expected to provide valuable support for management training, facilitate broader industry cooperation, and introduce cutting-edge international maritime expertise.
The push for a sustainable future is evident in the measures dedicated to supporting the industry’s green transition. The framework includes clear guidelines for carbon reduction and plans to offer support for alternative-energy vessels operating on domestic coastal shipping routes. This aligns with the global imperative to achieve net-zero emissions by 2050.
Yeh emphasized that the development of this maritime sector upgrade plan involved a thorough review of international shipping policies and extensive consultations. Discussions were held with shipping companies, industry associations, relevant government agencies, and academic experts to ensure that the proposed measures are both practical and achievable. The total funding allocated for this ambitious plan is estimated to be NT$2.45 billion (approximately US$78 million). The successful implementation of this maritime industry upgrade plan is anticipated to pave the way for a more sustainable and technologically advanced future for Taiwan’s shipping industry.
