In a significant step towards enhancing urban mobility and bolstering economic ties, Kenya and France have inked a pivotal cooperation agreement valued at Ksh 12.5 billion (approximately £83 million). This accord is set to drive the Nairobi commuter rail expansion and rehabilitation, forming a central component of Kenya’s urban transport modernization program. The announcement was made on 10th May 2026 following a joint briefing at State House, where Kenya’s President William Ruto and French President Emmanuel Macron unveiled a suite of 11 economic growth agreements.
Ruto highlighted the deepening strategic partnership between Kenya and France. He stated, “Our two countries today signed right here 11 instruments aimed at deepening cooperation across strategic sectors of our economies. Among the key instruments signed today is the rehabilitation and modernisation of the Ksh 12.5 billion Nairobi commuter rail, which will serve as a central pillar of our urban transport modernisation program.”
This comprehensive Nairobi commuter rail expansion will extend the commuter railway’s reach, connecting the capital city to satellite towns including Siokimau, Mbakasi, Ruiru, and Kikuyu. Furthermore, the project will integrate the Riruta-Ngong line, currently under construction. The modernization efforts encompass upgrading over 165 kilometers of existing railway lines, procuring Diesel Multiple Units (DMUs), and the construction of new railway stations, underscoring the commitment to advancing urban transport infrastructure development.
Beyond the critical improvements to the Nairobi Commuter Rail, the broader cooperation framework includes French support for the Kenya Meteorological Service Authority. This initiative aims to enhance weather and climate forecasting capabilities, which will directly benefit farmers, optimize freight operations at the Port of Mombasa, and facilitate the introduction of new air routes between Kenya and France.
The signing of these agreements precedes the Africa Forward Summit 2026, scheduled to convene in Nairobi from 11th May 2026 to 12th May 2026. The summit is expected to bring together 50 heads of state to foster partnerships focused on innovation, green energy, digital technology, and economic growth, further cementing the importance of this Nairobi commuter rail expansion within a larger continental context of economic growth and infrastructure development.
