Indonesia’s Ministry of Transportation is advancing its civil aviation safety oversight capabilities through a strategic technical partnership with the French Civil Aviation Authority (DGAC). The collaboration marks a significant development in building monitoring systems that align with international standards and best practices.
Director General of Civil Aviation Lukman F. Laisa outlined the civil aviation safety oversight partnership’s trajectory during a recent statement. The cooperation framework between Indonesia and France has been operational since 2019, operating under a Technical Cooperation Agreement that addresses inspector competency development, standardization protocols, and quality management procedures.
Moving Toward Sustainable Excellence
“Entering 2026, this cooperation moves into a new phase focused on building a sustainable oversight system,” Lukman said in a statement.
The Directorate General of Civil Aviation hosted its 11th Steering Committee Meeting for Civil Aviation Technical Cooperation in Jakarta on 16th September 2026, bringing together representatives from France’s DGAC, technical specialists, and aviation industry leaders.
Key Focus Areas of the Collaboration
The civil aviation safety oversight cooperation encompasses several critical domains essential to comprehensive aviation safety management:
• Specific approvals for low-visibility operations and corresponding operational procedures
• Safety Management System assessments
• Risk management
• Personnel licensing procedures
• Refinement and enhancement of Indonesia’s State Safety Programme
The meeting included participation from the DGAC, technical experts, and Airbus, led by Senior Vice President of Airbus Aviation Safety Yannick Malinge.
Preparing for International Audit Standards
“Through this cooperation, we hope both civil aviation authorities can continue sharing knowledge and expertise, making our safety oversight capacity more competent, standardized, risk-based, coordinated, and sustainable,” said Indonesia’s Director General of Civil Aviation Lukman F. Laisa.
Alignment With ICAO Requirements
A significant consideration for this enhanced cooperation framework is alignment with the upcoming International Civil Aviation Organization Universal Safety Oversight Audit Programme, anticipated to occur in 2027. The technical cooperation activities are designed to ensure Indonesian civil aviation authorities are comprehensively prepared for this international assessment.
While the 2027 audit represents an important milestone, Lukman clarified that maintaining robust aviation safety management systems constitutes an ongoing institutional responsibility.
International Perspective on Cooperation
Thibaut Lallemand, Director of Asia-Pacific Cooperation at the French DGAC, praised the substantial progress made across key priorities, emphasizing that institutionalizing these insights will be critical to sustaining long-term capability.
