Saudi Arabia and Syria have signed four agreements designed to strengthen bilateral cooperation in roads, railways, postal services, and aviation, with the latest move further advancing transport and logistics cooperation between the two countries. The agreements were signed in Damascus on 27th August 2026 by Saudi Minister of Transport and Logistics Saleh Al-Jasser and his Syrian counterpart Ya’rub Badr during an official signing ceremony.
Two of the agreements take the form of memoranda of understanding (MoU) focused on cooperation in transport and logistics, with particular attention to the railway and land transport sectors. Under the MoUs, the two sides will work on capacity building, exchange expertise and undertake technical studies. These efforts are intended to support the rehabilitation of Syrian roads and railway networks while also contributing to the revitalization of transportation and trade across Syrian territory.
The agreements reinforce transport and logistics cooperation at a time of growing regional interest in connectivity and transport projects, particularly as efforts continue to develop alternative land and rail routes capable of strengthening trade and transportation links between the region, Asia, and Europe.
Ministers Discuss Trade and Cross-Border Movement
Before the signing ceremony, Al-Jasser and Badr held discussions on strengthening joint cooperation in transport and logistics, expanding trade, and facilitating the movement of goods between Saudi Arabia and Syria. During the meeting, Minister Al-Jasser emphasized the Kingdom’s commitment to strengthening cooperation and partnership with Syria and advancing relations between the two countries at the highest possible pace, whether at the governmental or private-sector level, or through cooperation with international organizations and other relevant entities. He noted that these efforts aimed to bolster the partnership and support development and reconstruction efforts.
Al-Jasser also highlighted the importance of his visit in strengthening the path of joint cooperation between the two countries, particularly in light of the Kingdom’s significant achievements, programs, and projects across various sectors within the framework of its national vision. He added that the meetings between the two sides involved the exchange of numerous ideas and experiences, in addition to discussions on a number of agreements that will contribute to broadening the horizons of joint cooperation. The agreements therefore provide another platform for advancing transport and logistics cooperation between the two countries.
Syria Seeks Greater Cooperation in Transport and Logistics
Minister Badr said the Saudi delegation’s visit comes amid economic and commercial developments in Syria, creating broader opportunities for partnership between the two sides. He also commended the measures taken by the Kingdom to facilitate the issuance of visas for truck drivers, a step that supports the movement of trade in both directions.
Badr expressed Syria’s aspiration to strengthen joint cooperation with the Kingdom across various transport and logistics sectors, particularly through the development of land transport and railway networks and by benefiting from the Kingdom’s advanced expertise and experience. According to Badr, such cooperation would contribute to achieving common interests while enhancing regional connectivity between the two countries and the wider region.
