Vietnam’s Ministry of Construction recently issued Decision No. 1405/QD-BXD, authorizing a framework to draft a formal agreement between the governments of Vietnam and Laos. This specific Vietnam-Laos road transport cooperation initiative aims to finalize the legal parameters needed to facilitate cross-border transport, enhance infrastructure connectivity, and catalyze bilateral trade.
Signed by Vietnam’s Deputy Minister of Construction Le Anh Tuan on 11th August 2026, the directive outlines a systematic roadmap for drafting the agreement in accordance with practical requirements and legal regulations.
Framework and Negotiation Roadmap
Between August and October 2026, the Ministry of Construction will prioritize formulating the negotiation contents. Concurrently, relevant agencies will seek expert feedback from the Ministry of Foreign Affairs, the Ministry of Justice, and other related localities and sectors.This phase includes an initial assessment measuring the road transport cooperation agreement’s potential impact on socio-economic development, national defense, politics, and security.
Authorities will also audit current international treaties and the existing legal framework involving Vietnam to ensure the negotiated provisions remain feasible, consistent, and appropriate.
Execution and Future Approvals
The Department for Roads of Vietnam will lead the execution process, working closely with the Department of International Cooperation and other relevant units. According to the outlined schedule, during the third and fourth quarters of 2026, the Ministry of Construction plans to submit the formal resolution to start negotiations, as well as the proposal to conclude them, to the Prime Minister for consideration and approval. The official negotiations are projected to last between one and two years. Following the completion of negotiations, both parties will execute the necessary legal procedures to propose and organize the signing of the international treaty.
Establishing this new Vietnam-Laos road transport cooperation framework is expected to solidify high-level commitments between the two states. It provides a legal basis to resolve logistical bottlenecks in cross-border transport, ultimately improving trade and transport efficiency. Consequently, the agreement supports the continued comprehensive cooperation, great friendship, and special solidarity between Vietnam and Laos.
