Execution and Future Approvals

The Department for Roads of Vietnam will lead the execution process, working closely with the Department of International Cooperation and other relevant units. According to the outlined schedule, during the third and fourth quarters of 2026, the Ministry of Construction plans to submit the formal resolution to start negotiations, as well as the proposal to conclude them, to the Prime Minister for consideration and approval. The official negotiations are projected to last between one and two years. Following the completion of negotiations, both parties will execute the necessary legal procedures to propose and organize the signing of the international treaty.

Establishing this new Vietnam-Laos road transport cooperation framework is expected to solidify high-level commitments between the two states. It provides a legal basis to resolve logistical bottlenecks in cross-border transport, ultimately improving trade and transport efficiency. Consequently, the agreement supports the continued comprehensive cooperation, great friendship, and special solidarity between Vietnam and Laos.
