The Civil Aviation Authority of Vietnam (CAAV) has signed a Memorandum of Understanding (MoU) with its Turkish counterpart to enhance bilateral cooperation in the civil aviation sector. Following the signing of a MoU to strengthen aviation ties, Civil Aviation Authority of Vietnam Director General Uong Viet Dung said, “The 2015 air transport agreement between the governments of Vietnam and Türkiye has created an important legal foundation for the development of air services between our two countries. This has contributed to the promotion of trade, investment, tourism, and people-to-people exchanges.”
The Turkish Civil Aviation Authority highlighted the growing aviation ties between both nations, noting that Vietnam holds significant potential to serve as a regional hub for passengers and cargo due to its strategic location in Southeast Asia. Turkish Airlines operates direct flights linking Istanbul with Hanoi and Ho Chi Minh City, serving as an important gateway connecting Vietnam to Europe, the Middle East, and other global destinations.
In 2025, the carrier operated over 1,100 flights, transporting more than 439,000 passengers and 31,600 tonnes of cargo. During the first six months of 2026, Turkish Airlines recorded a 37.6 per cent increase in flights, a 27.6 per cent rise in passenger traffic, and a 93.9 per cent surge in cargo volume compared to the same period in 2025.
Bilateral Agreements and Operational Cooperation
“Turkish Airlines and Vietnam Airlines have played a key role in strengthening air connectivity between our two countries, promoting cultural exchange, trade, investment, and people-to-people ties,” said Dung.
Both sides agreed to boost passenger and cargo transport services. The MoU on aviation ties establishes unrestricted passenger transport rights, provides increased cargo capacity to satisfy market demand, and commits both nations to broader aviation cooperation in areas such as human resource training, aircraft maintenance, ground services, and airport management. The successful implementation of the agreement is expected to drive aviation market growth, improve connectivity, and open new partnership opportunities for businesses in both countries.
National Aviation Infrastructure and Technological Developments
To support long-term aviation-led economic growth, the government has officially integrated a second international airport for the Hanoi region into the national aviation master plan, alongside designated air logistics and maintenance, repair, and operations (MRO) hubs.
