Egypt and Mozambique have formalised a new memorandum of understanding (MoU) designed to strengthen civil aviation cooperation through enhanced technical collaboration between the two nations. The agreement was signed during AFI Aviation Week 2026, highlighting a shared commitment to reinforcing aviation relations across Africa. The signing ceremony took place in the presence of Egypt’s Minister of Civil Aviation Sameh Elhefny and Mozambique’s Deputy Minister of Transport and Logistics, Chinguane Mabote.
The memorandum was signed by Sameh Fawzy, president of the Egyptian Civil Aviation Authority (ECAA), together with Jeremias Chitocueco, board member for technical affairs at Mozambique’s Civil Aviation Authority (IACM). Through this initiative, the two authorities intend to broaden civil aviation cooperation by aligning their joint activities with the standards and recommended practices established by the International Civil Aviation Organization (ICAO).
The scope of the agreement extends across several priority areas, including air navigation, airport operations, aviation safety and security, as well as sustainable development. The arrangement also creates a framework for closer engagement between the respective aviation authorities while reinforcing technical collaboration in areas considered essential for long-term sectoral development.
Training, Capacity Building and Technical Exchange at the Core
As outlined in the memorandum, the two countries will work together through joint training programmes, capacity-building initiatives, technical exchange visits and specialised workshops. These activities are intended to strengthen institutional capabilities while encouraging the exchange of expertise between both civil aviation authorities.
Speaking during the signing ceremony of the civil aviation cooperation, Elhefny said the agreement reflects the political leadership’s directives to deepen cooperation with African countries and promote regional integration through knowledge sharing and capacity building, supporting sustainable development across the civil aviation sector.
He added that the memorandum also reflects the growing confidence in Egypt’s expertise in civil aviation and underscores the ministry’s commitment to leveraging the country’s hosting of AFI Aviation Week 2026 to expand partnerships with African nations.
According to the ministry, the agreement is expected to contribute to the development of Africa’s air transport sector while reinforcing Egypt’s position as a leading regional hub for civil aviation.
