Port of Antwerp-Bruges, USPA Sign Port Cooperation Deal

AI Summary

The Ukrainian Sea Ports Authority (USPA), Port of Antwerp-Bruges International, and APEC Antwerp/Flanders Port Training Center have formalised a Memorandum of Understanding (MoU) aimed at enhancing port cooperation, promoting knowledge exchange and supporting the long-term resilience of Ukraine’s maritime sector.

The agreement was signed on 25th June 2026 during the Ukrainian Recovery Conference and was endorsed in the presence of Matthias Diependaele, Flemish Minister-President. Through the new framework, the parties intend to work together on a range of priorities, including operational continuity, infrastructure development and workforce training. The initiative is designed to strengthen port cooperation while addressing the challenges currently facing Ukraine’s maritime gateway network.

USPA is responsible for overseeing 14 ports across Ukraine, although seven of those facilities are currently under its direct management. The remaining ports are located in occupied territories, creating ongoing operational and logistical difficulties. Within the scope of the agreement, the participating organisations have committed to sharing expertise in areas such as port management, operational efficiency, competitiveness, safety and environmental protection. The MoU also places significant emphasis on reinforcing maritime transport connections and logistics corridors between Ukrainian and European ports as part of broader port cooperation efforts.

Focus on Infrastructure, Investment and Workforce Development

Infrastructure modernisation and reconstruction have been identified as central elements of the agreement. The cooperation framework includes examining investment approaches and public-private partnership opportunities that could contribute to the long-term redevelopment of port assets.

Training and professional development activities will be coordinated by APEC Antwerp/Flanders Port Training Center. The organisation will conduct structured training programmes, workshops and study visits for USPA personnel, supporting knowledge transfer and operational skills development. These initiatives are intended to strengthen capabilities across Ukraine’s maritime sector while advancing the objectives of the port cooperation agreement.

Another important component of the collaboration focuses on maintaining resilience in port operations despite the ongoing disruption caused by the war in Ukraine. Continuity planning measures and adaptive operational practices are included within the framework to help support sustained port activities under challenging conditions.

Leaders Highlight Importance of Knowledge Sharing and Resilience

Commenting on the agreement, Kristof Waterschoot, Managing Director of Port of Antwerp-Bruges International, said, “With this agreement, we want to play an active role in shaping the future of Ukrainian ports. By sharing our knowledge and experience, we contribute to reconstruction and future resilience, while at the same time learning from their resilience and approach in difficult circumstances.”

Matthias Diependaele, Flemish Minister-President, said, “With this agreement, we are deploying Flemish port expertise to make Ukrainian ports more resilient and to strengthen Ukraine’s connection with Europe and the world.”
